In this case, you might file a complaint at the DMA (Direct Marketing Association of Southern Africa) so they can have a look on who is circumventing the regulations.
You can also contact your provider in order to blacklist some numbers, as this is possibly in some cases. There are some routers where blacklist features are integrating, which might be really helpful for you. Also check out on new mobile phone applications, which can tell you about the caller or even block certain numbers.
Of course it is a tough fight here, there are still too many companies trying to earn money through deceptive strategies. You will probably never block out all scammers, they are getting more and more and are constantly changing the numbers they use. Anyhow, if people are aware of the dangers and how to deal with them, is small step is made by all of us.
